India–New Zealand Strategic Partnership: A New Roadmap for Bilateral Cooperation

The Prime Minister of India visited Auckland, marking the first visit by an Indian Prime Minister to New Zealand in nearly four decades. During the visit, both countries elevated their relationship to a Strategic Partnership and unveiled a comprehensive roadmap to deepen cooperation across multiple sectors.

2. Trade and Economic Cooperation

  • Both countries reaffirmed their commitment to conclude and operationalise a Free Trade Agreement (FTA) at the earliest. The agreement aims to double bilateral trade in goods and services to NZ$7 billion by 2030.
  • A Mutual Recognition Arrangement (MRA) was operationalised under the Customs Cooperation Arrangement. The mechanism facilitates Faster customs clearance, Simplified trade procedures, Benefits for trusted traders

3. Maritime and Security Cooperation

  • Both nations institutionalised an Annual Maritime Security Dialogue led by their respective foreign ministries. The dialogue will strengthen Maritime policy coordination, Regional security cooperation, Indo-Pacific engagement
  • New Zealand joined the Maritime Security pillar of India's Indo-Pacific Oceans Initiative (IPOI).  Initial cooperation will focus on combating Illegal, Unreported and Unregulated (IUU) fishing, Maritime security challenges, Sustainable ocean governance

4. Counter-Terrorism Cooperation

  • A Joint Working Group on Counter-Terrorism was established.
  • The framework will promote Intelligence sharing, Counter-terrorism policy coordination, Efforts against terrorist financing, Action against safe havens and cross-border terrorism

5. Climate and Clean Energy Cooperation

  • New Zealand joined the Global Biofuels Alliance, strengthening collaboration on sustainable energy.

  • Both countries launched a Kiwifruit Action Plan.

India Unveils Its First Indigenous Hydrogen-Powered Train

Why in News?

India is set to launch its first indigenously developed hydrogen-powered train on the 89-km Jind–Sonipat route in Haryana, marking a significant milestone in the country's clean mobility transition. The 10-coach broad-gauge train is the world’s longest and most powerful hydrogen-powered train of its kind.


About Hydrogen-Powered Trains

  • Hydrogen-powered trains use Proton Exchange Membrane (PEM) fuel cells to generate electricity through an electrochemical reaction between hydrogen and oxygen, eliminating the need for diesel-based propulsion.
  • The technology generates electricity without combustion, making it a zero-emission mode of transport.
  • Water vapour is the only byproduct of the energy generation process.
  • Since hydrogen is an energy carrier rather than a primary energy source, it must be produced using external energy sources, preferably renewable electricity.

How the Technology Works

1. Hydrogen Production and Storage

  • Green hydrogen is produced through electrolysis of water using renewable electricity.
  • It is stored in trackside storage facilities and roof-mounted high-pressure composite cylinders.

2. Oxygen Supply

  • Atmospheric oxygen is supplied to PEM fuel cells through compressed and filtered air to sustain electrochemical reactions.

3. Thermal Management

  • Advanced liquid-cooling systems maintain fuel-cell stacks at an optimal operating temperature of 60–80°C, ensuring efficient performance.

4. Electricity Generation

  • Hydrogen molecules are split into protons and electrons at the anode using a platinum catalyst.
  • Electrons generate electric current through an external circuit, while protons combine with oxygen at the cathode to produce water.

5. Energy Storage

  • Lithium Iron Phosphate (LiFePOβ‚„) batteries provide additional power during acceleration and recover energy through regenerative braking.

Significance for India

1. Clean Transportation

  • Eliminates carbon emissions during operation, supporting Indian Railways’ Net Zero by 2030 objective.
  • Each trainset can potentially prevent around 893 tonnes of COβ‚‚ emissions annually.

2. Higher Operational Efficiency

  • Hydrogen possesses a high gravimetric energy density (about 120 MJ/kg), enabling travel of nearly 1,000 km without increasing locomotive weight.

3. Reduced Noise Pollution

  • Fuel-cell propulsion significantly lowers operational noise, benefiting environmentally sensitive and heritage railway routes.

4. Alternative to Electrification

  • Provides a viable clean-energy solution for railway sections where overhead electrification is technically difficult or economically unviable.

5. Energy Security

  • Reduces dependence on imported diesel by promoting the use of domestically produced green hydrogen.

6. Renewable Energy Integration

  • Surplus renewable electricity can be utilised for hydrogen production, supporting grid balancing and energy storage.

Key Challenges

  • High Capital Cost: Hydrogen trainsets and associated refuelling infrastructure require substantial upfront investment, making deployment cost-intensive.
  • Expensive Green Hydrogen: Current production costs remain significantly higher than diesel, affecting commercial viability.
  • Limited Speed: Initial hydrogen train operations are restricted to relatively lower speeds compared to conventional electric locomotives.
  • Storage and Safety: High-pressure or cryogenic hydrogen storage demands advanced containment systems and stringent safety standards.
  • Lower Energy Efficiency: The overall energy conversion efficiency of hydrogen propulsion remains lower than direct electric traction through overhead lines.
  • Water Requirement: Green hydrogen production through electrolysis requires considerable quantities of purified water, posing challenges in water-scarce regions.

 

Paizhen Fault and Concerns over the Medog Hydropower Project

Why in News?

Chinese geologists have revealed that the Medog Hydropower Station under construction on the Yarlung Tsangpo (Brahmaputra) River in Tibet is located directly above the Paizhen Fault, raising concerns over seismic safety and potential downstream impacts on India and Bangladesh.


About the Paizhen Fault

  • The Paizhen Fault is an active seismic fault zone situated in the eastern Himalayan region of south-eastern Tibet.
  • It is part of a larger tectonic fault system formed due to the ongoing collision between the Indian Plate and the Eurasian Plate.
  • Geological evidence indicates that the fault has remained active since the Early Pleistocene Epoch (around 2.6 million years ago).
  • Its continued activity was demonstrated by the 6.9-magnitude Tibet earthquake (2017), which occurred near the northern segment of the fault.

About the Medog Hydropower Project

  • The project is being constructed on the Yarlung Tsangpo River, approximately 50 km upstream of the river’s entry into Arunachal Pradesh.
  • It is one of China's major hydropower projects aimed at harnessing the river's immense hydropower potential.

Concerns Associated with the Project

  • Seismic Risk: Construction over an active fault zone increases the vulnerability of the project to earthquake-induced structural failures.
  • Flash Flood Hazard: Any major fault-triggered damage to the dam or associated infrastructure could result in sudden downstream flooding, affecting regions in India and Bangladesh.
  • Ecological Impact: Altered river flows and dam-related disruptions may adversely affect aquatic ecosystems and biodiversity across the Brahmaputra basin.
  • Sediment Flow Disruption: The project may interfere with the natural transport of sediments, potentially affecting river morphology, agricultural productivity, and delta stability downstream.
  • Transboundary Implications: Given the Brahmaputra's international course, any disruption to river flow or infrastructure failure could have significant consequences for water security, disaster management, and regional cooperation among the riparian countries.

 

Centre Tightens Regulation of High Alcohol-Containing Drug Formulations

Why in News?

The Central Government has amended the Drugs Rules, 1945 to strengthen regulatory oversight of medicinal formulations containing high levels of ethyl alcohol by narrowing the exemptions available under Schedule K.


Key Amendments

1. Withdrawal of Licensing Exemption

  • Formulations containing more than 12% v/v ethyl alcohol in quantities exceeding 30 ml will no longer enjoy exemption from licensing requirements under Schedule K.

2. Mandatory Regulatory Approval

  • Such products must now obtain the necessary licences under the Drugs and Cosmetics Act, 1940, before manufacture, distribution, or sale.

3. Objective of the Amendment

  • To prevent the misuse of alcohol-rich medicinal formulations.
  • To strengthen monitoring of their production, storage, and distribution.
  • To ensure greater public health protection through stricter regulatory compliance.

About Schedule K

  • Legal Basis: Schedule K is a part of the Drugs Rules, 1945, framed under the Drugs and Cosmetics Act, 1940.
  • Purpose: It specifies categories of drugs that are exempt from certain licensing and regulatory provisions, subject to prescribed conditions.
  • Significance: The exemptions are intended to improve the availability of essential medicines by simplifying regulatory requirements for specified drug categories while maintaining necessary safeguards.
