  • Seventeen States and UTs were classified as Accelerators for demonstrating notable improvement in logistics performance.

  • States such as West Bengal and Rajasthan were categorised as Growth-Seekers, indicating that logistics systems remain at a relatively foundational stage.

What is the Thucydides Trap?

  • The Thucydides Trap refers to the heightened risk of conflict that emerges when a rising power challenges an established dominant power.
  • The resulting fear, mistrust, and strategic competition may increase the likelihood of confrontation or war.
  • The concept is often used in the context of China as the rising power and The United States as the existing global power

  • The idea originates from the writings of Thucydides.
  • He analysed the Peloponnesian War fought betweenvAthens — the emerging power and Sparta — the dominant established power
  • Core Argument: Thucydides argued that the growth of Athenian power and the fear it generated in Sparta made conflict increasingly inevitable.

The Ministry of External Affairs, in collaboration with the Indian Council of World Affairs and the Indian Ocean Rim Association, organised the 10th edition of the Indian Ocean Dialogue (IOD) in India.
India has also assumed the Chairship of IORA for the 2025–2027 period.

  • The Indian Ocean Dialogue is a premier Track 1.5 diplomatic forum under IORA.
  • It serves as a platform bringing together Policymakers, Strategic experts, Academicians, Maritime stakeholders
  • The dialogue was launched in 2013 as an initiative of IORA.
  • Objectives: Maritime security cooperation, Regional connectivity, Blue economy discussions, Strategic and geopolitical issues in the Indian Ocean region, Strengthening collaboration among littoral states
  • India has hosted three editions of the Dialogue: 2014, 2019, 2021

  • IORA stands for the Indian Ocean Rim Association.
  • It is an intergovernmental organisation aimed at promoting regional cooperation among countries bordering the Indian Ocean.

  • These swell surges are generated by distant storms occurring in the southern Indian Ocean.
  • The waves travel long distances before striking the Indian coastline.

2. Seasonal Occurrence

  • Kallakkadal events are more commonly observed during the pre-monsoon period.

3. Geographical Impact

  • The phenomenon mainly affects the southwestern coast of India, particularly the state of Kerala.

  • Kallakkadal occurs without Local storm activity, Strong coastal winds, Immediate visible warning signs
  • Due to the absence of local atmospheric indicators, forecasting such events has historically remained challenging.
