  • Measures women’s wellbeing across countries using indicators of inclusion, justice, and security.

  • Crimes Against Women: 4,41,534 cases recorded in 2024.

  • Domestic Violence: About 32% of ever-married women have experienced spousal violence (NFHS-5).

  • Patriarchal Mindsets: Gender stereotypes, son preference, and unequal social power structures continue to perpetuate violence.
  • Underreporting: Fear, stigma, social pressure, and lack of trust in institutions discourage reporting.

  • Implementation Gaps: Weak enforcement, poor monitoring, and limited accountability reduce the effectiveness of laws.
  • Low Conviction Rates: Delayed investigations, inadequate forensic support, witness intimidation, and lengthy trials contribute to conviction rates of only about 27–28% in rape cases.

Constitutional Framework for Fraternity in India

Context

  • Fraternity is a unique constitutional value because, unlike liberty or equality, it cannot be secured solely through laws or institutions. Its erosion threatens social cohesion, democratic legitimacy, and national unity.

Constitutional Provisions Promoting Fraternity

1. Constitutional Objective

  • The Preamble commits India to promoting Fraternity to secure Dignity of the Individual & Unity and Integrity of the Nation

2. Single Citizenship

  • Part II of the Constitution establishes single citizenship for all Indians.
  • Unlike federal systems such as the USA, it reinforces a common national identity across states and regions.

3. Equality as the Foundation of Fraternity

  • Articles 14–18 create the social basis for fraternity by ensuring equality before law (Article 14), Prohibiting discrimination (Article 15), Guaranteeing equality of opportunity (Article 16), Abolishing untouchability (Article 17), Abolishing titles (Article 18)

4. Religious Pluralism

  • Article 25 guarantees Freedom of conscience & Freedom to profess, practice, and propagate religion
  • It provides a constitutional framework for peaceful coexistence among diverse faiths.

5. Social and Economic Justice

  • Article 38 (DPSP) directs the State to Promote social, economic, and political justice.
  • Minimise inequalities in income, status, facilities, and opportunities.

6. Equal Access to Justice

  • Article 39A (inserted by the 42nd Constitutional Amendment Act, 1976) mandates Equal justice for all and Free legal aid to ensure economic barriers do not deny justice.

Article 51A(e) requires every citizen:

Right to Walk as a Fundamental Right

Context

  • In Maniyar Iliyaz @ Shaik Riyaz v. P. Ayyappan & Ors, the Supreme Court recognized the right to walk safely on demarcated footpaths as a Fundamental Right, strengthening constitutional protection of pedestrian mobility.

India’s First Commercial-Scale Coal-to-Ammonium Nitrate Project

Context

  • The Prime Minister laid the foundation stone of India’s first commercial-scale Coal-to-Ammonium Nitrate Project at Lakhanpur, Jharsuguda district, Odisha.

About the Project

  • Developed by Bharat Coal Gasification and Chemicals Limited (BCGCL).
  • BCGCL is a joint venture between Bharat Heavy Electricals Limited and Coal India Limited
  • It is India's first commercial-scale project to produce ammonium nitrate through coal gasification technology.

Coal Gasification

  • Coal Gasification is a thermochemical process that converts coal into Synthesis Gas (Syngas) through partial oxidation under high temperature and pressure conditions.
  • Syngas Composition: Hydrogen (Hβ‚‚), Carbon Monoxide (CO), Carbon Dioxide (COβ‚‚), Methane (CHβ‚„)
  • Process: Coal is not directly burned. It reacts with controlled amounts of oxygen, steam, or air.  The resulting syngas can be processed into Fertilizers, Chemicals, Synthetic fuels, Hydrogen, Methanol and ammonia

Ammonium Nitrate

  • Chemical Formula: NHβ‚„NO₃
  • Produced from ammonia and nitric acid.
  • Widely used as Nitrogen-rich fertilizer & Industrial explosive for mining and infrastructure projects.

Advantages of Coal Gasification

1. Cleaner Coal Utilization

  • Produces fewer pollutants than direct coal combustion.
  • Easier removal of sulfur and other contaminants.

  • Reduces dependence on imported natural gas and petrochemical feedstocks.
