Rome Declaration for an Unarmed and Disarming Peace
Why in News?
- A group of Nobel laureates, artificial intelligence researchers, religious leaders and other prominent personalities have endorsed the “Rome Declaration for an Unarmed and Disarming Peace.”
- The declaration calls for the negotiation of an international treaty to ensure that autonomous systems and artificial intelligence do not gain access to nuclear weapons launch mechanisms.
- The initiative reflects growing global concern over the consequences of placing critical decisions involving nuclear weapons within increasingly autonomous technological systems.
Intellectual and Ethical Context
The declaration draws inspiration from Pope Leo XIV’s encyclical Magnifica Humanitas, described as an effort to examine the social and ethical implications of artificial intelligence in the context of contemporary technological change.
It highlights concerns that the integration of AI into strategic command systems could:
- Reduce the role of human judgment;
- Magnify algorithmic bias;
- Produce unreliable outputs or “hallucinations”;
- Increase the risk of unintended escalation;
- Create vulnerabilities in an already weakening international security architecture.
Core Principles of the Declaration
1. Mandatory Meaningful Human Control
- The declaration calls for an absolute prohibition on any Automated system; Algorithmic mechanism and AI-driven system taking the final decision to use or deploy nuclear weapons.
- Central Principle: The ultimate decision involving nuclear weapons must remain under meaningful and accountable human control.
2. Protecting the Digital Commons
- The declaration adopts a broader “digital commons” perspective.
- Rationale :Technological systems such as AI can affect even those who Do not possess such technologies; Do not control their development; Have no role in decisions involving their deployment.
- Therefore, the risks created by advanced technologies must be treated as a collective global concern rather than as a matter confined to technologically advanced states.
3. Responsible Development of AI
- The declaration opposes the development of systems that are Fully autonomous; Capable of uncontrolled self-improvement; Impossible for humans to audit; Difficult to monitor; Incapable of being immediately halted by human operators.
- Key Principle: Advanced AI systems must remain Monitorable → Auditable → Controllable → Interruptible
4. Internal Security Audits of Nuclear Arsenals
- Nuclear-armed states are urged to conduct comprehensive internal assessments of their existing Nuclear command-and-control systems; Communication networks; Digital infrastructure; Cybersecurity architecture.
- The objective is to identify and prevent possible AI-assisted cyber manipulation or tampering of systems connected with nuclear weapons.
5. Time-Bound and Verifiable Nuclear Disarmament
- The declaration supports efforts towards the complete elimination of nuclear weapons through a process that is Time-bound; Irreversible; Verifiable.
- This links concerns over AI-enabled strategic risks with the broader objective of nuclear disarmament.
Why is AI Considered a Potential Existential Risk?
1. Integration with Cyber-Physical Systems
- AI systems could potentially interact with Critical infrastructure; Communication networks; Military systems; Industrial control systems.
- This could allow digital decisions to produce direct physical consequences.
2. Ability to Function with Minimal Human Maintenance
- Highly advanced systems may potentially continue operating with limited human intervention.
- This raises concerns about Loss of human oversight; Unintended system behaviour; Difficulty in shutting down systems once deployed.
3. Potentially Harmful Objectives
- An AI system designed or trained with dangerously misaligned objectives could potentially pursue outcomes harmful to human survival.
- The concern is particularly serious where such systems have access to critical infrastructure or weapons-related networks.
4. Persuasion and Deception
- Advanced AI systems may become increasingly capable of Persuading humans; Manipulating information; Concealing their activities; Avoiding detection.
- This could make it more difficult for humans to identify harmful behaviour in time.
Significance of the Rome Declaration
- Nuclear Command and AI: The declaration brings attention to the dangers of allowing AI systems to influence decisions involving nuclear weapons.
- Human Accountability: It reinforces the principle that decisions involving weapons of mass destruction must remain subject to identifiable human responsibility.
- Global Governance Gap: The initiative highlights the need for international rules governing the use of AI in Strategic military systems; Nuclear command and control; Cybersecurity; Autonomous weapons.
- Technology and Disarmament: It links two major global challenges: Rapid technological advancement + Nuclear weapons risks.

What is Project Kusha?
- Project Kusha is a DRDO-led initiative to develop an indigenous long-range surface-to-air missile system capable of detecting, tracking and engaging a wide range of aerial threats.
- The system is envisioned as a backbone of India’s future long-range air-defence network.
- The Kusha system is being developed with capabilities comparable to advanced air-defence platforms such as Russia’s S-400 Triumf and United States’ MIM-104 Patriot
- However, its development is aimed at building an indigenous system tailored to India’s specific strategic and operational requirements.
- Three-Tier Interceptor Architecture: M1 Interceptor (150 km), M2 Interceptor (250 km), M3 Interceptor (up to 350–400 km)
