Since its launch in November 2024, the PM Vidyalaxmi Scheme has expanded its institutional coverage from 860 to 1,425 premium higher education campuses, widening access to collateral-free education financing.
About PM Vidyalaxmi Scheme

Key Features
1. Loan Coverage

2. Credit Guarantee
- The National Credit Guarantee Trustee Company provides a 75% credit guarantee for loans up to βΉ7.5 lakh.

- Maximum 1 lakh fresh slots annually.
- Subvention is available for one degree level only.

4. Digital Disbursement

Reforms in the Insurance Sector: Strengthening Regulation and Policyholder Protection
Why in News?
The Insurance Regulatory and Development Authority of India (IRDAI) approved a series of regulatory reforms aimed at modernising the insurance framework, facilitating investment, improving regulatory efficiency and strengthening consumer protection.
Key Insurance Sector Reforms
1. Policyholders’ Education and Protection Fund
- IRDAI operationalised Section 16A of the IRDA Act, 1999 by establishing the Policyholders’ Education and Protection Fund (PEPF).
- The fund will support Insurance literacy, Policyholder grievance redressal, Tracing of unclaimed amounts
- Section 16A was inserted through the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Act, 2025.
2. Greater Distribution Accountability
- Every insurance proposal, policy and certificate must now be tagged to an authorised salesperson.
- Intended to curb Fraud, Mis-selling, Unaccountable distribution practices
3. Perpetual Licensing Framework
- Periodic renewal of registrations for insurance intermediaries, third-party administrators and surveyors has been replaced with a perpetual framework.
- Continuation is linked to payment of an annual fee.
4. Stronger Prudential Oversight
- IRDAI amended the Actuarial, Finance and Investment Functions Regulations.

Doxxing: Privacy, Cybersecurity and Legal Challenges

Following a student protest at Jantar Mantar, female participants were reportedly targeted through doxxing and coordinated online harassment campaigns, raising concerns over digital privacy, cyberstalking and online safety.
What is Doxxing?
Doxxing refers to the unauthorised public disclosure of an individual’s private or personal information online, generally with the intent to cause harm, humiliation, intimidation or harassment.
- Common Methods: Deanonymising pseudonymous online accounts, Revealing real names or physical locations., Publishing workplace or contact details, Sharing private photographs, videos or other sensitive media.
- Tactics Used: Perpetrators may combine technical and information-gathering methods, including Phishing, IP loggers, Packet sniffing, Dark-web data leaks, Aggregation of information from social media, domain registries and public records
- Consequences of Doxxing: Doxxing can escalate from online exposure to real-world harm: Physical stalking, Workplace harassment, Unsolicited deliveries, Swatting, Identity theft, Unauthorised account access, Financial fraud
- Legal Status: There is no universal legal definition of doxxing. Depending on circumstances, conduct associated with doxxing may be prosecuted under laws dealing with stalking, harassment, identity fraud or cybercrime.
Doxxing in India: Existing Legal Framework
1. Legislative Vacuum
- India does not have a dedicated anti-doxxing statute. Enforcement therefore relies on applicable provisions of the Bharatiya Nyaya Sanhita (BNS) and Information Technology Act, 2000, depending on the nature of the conduct.
2. Right to Privacy
- Doxxing raises serious privacy concerns under Article 21. In K.S. Puttaswamy v. Union of India (2017), the Supreme Court recognised privacy as intrinsic to life and personal liberty.
3. Relevant BNS Provisions
- Section 78: Cyberstalking, including conduct targeting women.
- Sections 77 and 79: Provisions concerning voyeurism and insulting the modesty of a woman.
- Section 356: Defamation where disclosed information is weaponised to harm reputation.
- Section 196: Promoting enmity where leaked information is used to incite communal hostility.
4. Identity Fraud
- Section 66C of the IT Act addresses fraudulent or dishonest use of another person’s Password, Digital signature, Unique identification feature
- This can become relevant when such information is obtained or misused in connection with online abuse.
5. DPDP Act, 2023: A Potential Gap
- The Digital Personal Data Protection (DPDP) Act, 2023 primarily regulates processing of personal data by data fiduciaries. Its treatment of publicly available information creates limitations when perpetrators aggregate information that individuals have voluntarily made accessible.
6. Judicial Development
- In Shaviya Sharma (2024), Delhi High Court reportedly emphasised that victims of doxxing should not be left without a remedy merely because Indian law does not provide a specific statutory definition of doxxing.
SHetA2 Small-Molecule Therapy: A Potential Non-Surgical Approach to Cervical Cancer
Why in News?
The ICMR–National Institute of Cancer Prevention and Research (NICPR) evaluated SHetA2 (Sulfur Heteroarotinoid A2) and validated its mechanism of action as a potential therapy for preventing the progression of precancerous cervical lesions to cervical cancer.
What is SHetA2?
- SHetA2 is an investigational, orally administered small-molecule therapy.
- It is designed to target precancerous cervical lesions and prevent their progression to cervical cancer.
- Unlike the HPV vaccine, which is preventive, SHetA2 is intended for patients who already have precancerous lesions or invasive cervical cancer.
Cervical Cancer in India
1. Disease Burden
