Supreme Court Upholds Election Commission’s Power to Conduct Special Intensive Revision (SIR)
Why in News?
- In Association for Democratic Reforms v. Election Commission of India, the Supreme Court of India upheld the authority of the Election Commission of India (ECI) to undertake a Special Intensive Revision (SIR) of electoral rolls.
- The Court ruled that this power is rooted in constitutional and statutory provisions and is essential for ensuring free, fair, and credible elections.
What is a Special Intensive Revision (SIR)?
- A Special Intensive Revision is a comprehensive exercise undertaken by the Election Commission to verify, update, and correct electoral rolls.
- It aims to ensure that voter lists remain accurate, inclusive, and free from ineligible entries.
- Objective: Maintain the integrity of electoral rolls, Prevent duplication and ineligible registrations, Facilitate free and fair elections through accurate voter databases.
Supreme Court's Key Findings
1. Authority of the Election Commission
- The Court held that the ECI's authority to conduct SIR flows from:
2. Article 324 of the Constitution
- Vests the Election Commission with the superintendence, direction, and control of elections.
3. Representation of the People Act, 1950
- Provides the statutory framework for preparation, revision, and maintenance of electoral rolls.
4. Significance
- Accurate electoral rolls are fundamental to democratic governance and electoral integrity.
Citizenship Verification During Electoral Roll Revision
1. ECI’s Power to Examine Citizenship

- Section 16 of the Representation of the People Act, 1950 prohibits non-citizens from being enrolled as voters.
3. Clarification by the Court
- Examination of citizenship for electoral purposes does not amount to a formal determination of nationality status.
Presumption in Favour of Existing Voters
1. Protection for Registered Electors
- Individuals already included in electoral rolls enjoy a presumption of citizenship unless evidence suggests otherwise.
2. Important Clarification
- Removal of a person's name from the electoral roll does not automatically declare that person a non-citizen and does not amount to deprivation of citizenship rights.
3. Significance
- Distinguishes electoral eligibility from formal citizenship determination.
Procedure in Cases of Doubtful Citizenship
1. Reference to Central Government
- Where citizenship status remains doubtful, the ECI must refer the matter to the Central Government under the provisions of the Citizenship Act, 1955.
2. Decision-Making Authority
- The final determination of citizenship rests with the Central Government and not with the Election Commission.
3. Timely Resolution
- The Court directed that such matters should be decided within a reasonable timeframe, preferably before the conduct of the next election.
Legal Framework Governing Electoral Rolls
1. Article 324 of the Constitution
- Grants the ECI authority over Conduct of elections, Preparation and revision of electoral rolls, Supervision and control of the electoral process
2. Representation of the People Act, 1950
- Electoral Roll Management: Governs Preparation of voter lists, Inclusion and deletion of names, Qualifications and disqualifications for voter registration
- Section 16: Disqualifies Non-citizens Persons otherwise barred under law from being registered as electors.
Citizenship Act, 1955
1. Determination of Citizenship
- Provides the legal framework for Acquisition of citizenship, Termination of citizenship, Adjudication of citizenship disputes
2. Competent Authority
- Citizenship determination remains the responsibility of the Central Government.
Significance of the Judgment
1. Strengthening Electoral Integrity
- Reinforces the Election Commission’s role in maintaining accurate and reliable voter rolls.
2. Balancing Electoral and Citizenship Concerns
- Recognises the need to verify voter eligibility while safeguarding the rights of existing electors.
3. Clarifying Institutional Roles
- Distinguishes between Electoral roll management by the ECI and Formal citizenship determination by the Central Government.

Verily’s Debug Project: Wolbachia-Based Mosquito Suppression Strategy
Why in News?
- Verily is preparing to release laboratory-reared male mosquitoes to reduce populations of Culex quinquefasciatus, a major vector responsible for transmitting diseases such as West Nile Virus Disease and St. Louis Encephalitis.
- The initiative is part of the Debug Project, which employs biological control methods instead of genetic modification or chemical pesticides.
About the Debug Project
1. Objective
- Suppress mosquito populations responsible for transmitting infectious diseases.
- Reduce disease risk through environmentally sustainable vector-control methods.
2. Target Species
- Culex quinquefasciatus, commonly known as the southern house mosquito.
- A significant carrier of several mosquito-borne viral diseases.
How the Technology Works?
1. Release of Male Mosquitoes
- Only laboratory-bred male mosquitoes are released.
- Male mosquitoes do not bite humans and therefore do not transmit diseases.
2. Role of Wolbachia
- The released males carry a specific strain of Wolbachia bacteria.
- When they mate with wild female mosquitoes that do not carry the same strain:
- Fertilized eggs fail to develop normally.
- Eggs become non-viable and do not hatch.
3. Outcome
- Successive generations experience declining population levels.
- Mosquito numbers gradually decrease without the use of Genetic engineering, Insecticides, Chemical pesticides
What is Wolbachia?
- Wolbachia is a naturally occurring intracellular bacterium.
- It is a Gram-negative bacterium that lives within the cells of many arthropods.
- Found naturally in approximately 40–60% of insect species worldwide.
- Harmless to Humans, Mammals, Birds, Other vertebrate animals
