TV Ratings Policy, 2026: Reforming Television Audience Measurement

Why in News?

• The Ministry of Information and Broadcasting (MIB) has notified the TV Ratings Policy, 2026, replacing the earlier 2014 guidelines governing television rating agencies.
• The new framework seeks to create a more competitive, transparent, representative and technologically neutral system for measuring television audiences.
• A key institutional change is that the MIB will serve as the sole authority for registration, regulation and monitoring of TV rating agencies, removing the earlier regulatory overlap involving the Telecom Regulatory Authority of India (TRAI).

What are TV Ratings?

• Television ratings are audience-measurement indicators used to estimate the viewership of television programmes and channels.
• They are important because ratings influence Advertising decisions; Revenue distribution; Programme scheduling; Content strategies; and Competition among broadcasters.
• Therefore, inaccurate or manipulated ratings can distort the media and advertising ecosystem.

Key Features of the TV Ratings Policy, 2026

1. Single Regulatory Authority

• The policy places the regulation of TV rating agencies primarily under the Ministry of Information and Broadcasting.
• Significance: Eliminates regulatory overlap, Creates a clearer institutional chain of accountability, Provides a single framework for registration, regulation and monitoring.

2. Lower Entry Barrier for Rating Agencies

• The minimum net-worth requirement for rating agencies has been reduced from ₹20 crore to ₹5 crore.
• Objective: The move is intended to Encourage new entrants; Increase competition; Reduce concentration in audience measurement; and Promote innovation in rating methodologies.

3. Platform-Neutral Audience Measurement

• The new policy requires audience measurement to account for multiple modes of content consumption.
• Measurement is expected to cover: Cable + DTH + Connected TVs + OTT platforms
• The media ecosystem has shifted from conventional television viewing towards multi-platform consumption.
• A platform-neutral system can therefore provide a more comprehensive picture of actual audience behaviour.

4. Larger and More Representative Sample

• The minimum number of metered homes is increased from 50,000 to at least 80,000.
• Expected Benefits: Statistical reliability; Accuracy of audience estimates; Geographic representation; Demographic diversity; and Credibility of ratings.
• Rating agencies must also survey establishments every three years to account for changes in demographic composition.

5. Preventing Artificial Inflation of Ratings

• The policy requires landing-page viewership data to be excluded while calculating audience ratings.
• Why? – Landing-page views can potentially inflate apparent viewership without representing genuine engagement with the actual content. Excluding such data is intended to improve the integrity and credibility of ratings.

6. Stronger Governance Standards

• The policy introduces safeguards to reduce conflicts of interest within rating agencies.
• Major Measures: Restrictions on cross-holdings; Restrictions on certain consultancy activities; At least 33% of directors must be independent.
• These measures seek to strengthen the independence of audience-measurement institutions.

7. Data Privacy Compliance

• TV rating agencies must comply with applicable data-protection requirements under the Digital Personal Data Protection (DPDP) Act, 2023.
• Significance: Audience measurement increasingly involves the collection and processing of data relating to viewers.
• The policy therefore links media analytics with data-protection principles, strengthening safeguards around personal data.

8. Independent Audits

• Rating agencies are required to undergo annual independent audits.

• The policy establishes a graded system of penalties for non-compliance.

International Tiger Day: Strengthening Global and Indian Tiger Conservation

Why in News?

• International Tiger Day is observed annually on 29 July to raise awareness about tiger conservation and highlight the ecological importance of protecting the world’s remaining wild tiger populations.
• The observance traces its origin to the Saint Petersburg Tiger Summit held in Russia in 2010, where tiger-range countries adopted an ambitious global conservation target known as TX2.
• The Royal Bengal Tiger was declared India's National Animal in 1972.

• The 2010 Saint Petersburg Tiger Summit brought together leaders from 13 tiger-range countries, including India.
• TX2 Goal: The countries committed themselves to doubling the global wild tiger population by 2022.
• The initiative demonstrated the importance of coordinated international action for recovering tiger populations and protecting their habitats.

Tiger Conservation in India

• India supports the largest population of wild tigers globally, making the country central to international tiger-conservation efforts.
• According to the All India Tiger Estimation (2022), India had an estimated 3,682 tigers, accounting for roughly 70% of the world's wild tiger population.

Project Tiger

• Project Tiger is India's flagship tiger-conservation programme.

National Tiger Conservation Authority (NTCA)

• The Employees’ State Insurance Corporation (ESIC) has extended the operational period of the Atal Beemit Vyakti Kalyan Yojana (ABVKY) by one year (1 July 2026 – 30 June 2027).
• The extension seeks to continue temporary income support for insured workers who experience involuntary unemployment.

What is ABVKY?

• The Atal Beemit Vyakti Kalyan Yojana (ABVKY) is an unemployment-relief initiative administered by the Employees’ State Insurance Corporation (ESIC) under the Ministry of Labour and Employment.
• It provides temporary financial assistance to eligible workers covered under the Employees’ State Insurance (ESI) framework following loss of employment.

Core Objective

• To provide short-term income support to eligible formal-sector workers facing involuntary unemployment and help them manage the financial disruption caused by job loss.

Financial Assistance under ABVKY

• Eligible beneficiaries can receive financial assistance equivalent to up to 50% of Average Daily Earnings
• The benefit is transferred directly into the beneficiary’s bank account through Direct Benefit Transfer (DBT).
