Vessel Communication and Support System (VCSS)
Why in News?
The Department of Fisheries has approved the nationwide rollout of the Vessel Communication and Support System (VCSS) under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) at an estimated cost of βΉ364 crore.
About VCSS
VCSS is a national initiative aimed at strengthening monitoring, control and surveillance of marine fishing vessels, while improving communication and safety services for fishermen.
Key Features
1. Indigenous Transponders
- Developed by the Indian Space Research Organisation (ISRO).
- Eligible fishermen will receive the transponders free of cost.
- The system is expected to cover around 1 lakh marine fishing vessels across India.

- ISRO-developed Nabhmitra provides real-time communication and support services to the marine fishing community.
4. Fish Landing Centre Infrastructure
- The scheme proposes communication infrastructure at 423 Fish Landing Centres (FLCs) out of 1,547 notified FLCs across the country.
- Andhra Pradesh has the highest number of notified FLCs: 350.

A transponder is an electronic device that automatically receives an external signal and immediately generates and transmits a response according to a predefined communication protocol.
Pradhan Mantri Matsya Sampada Yojana (PMMSY)
- The Pradhan Mantri Matsya Sampada Yojana was formally launched on 10 September 2020 by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying.
- Vision: To create an ecologically healthy, economically viable and socially inclusive fisheries sector contributing to the prosperity and well-being of fishers, fish farmers and other stakeholders.

The Union Cabinet has approved the revamped Khelo India Scheme along with enhanced assistance to National Sports Federations, with an overall allocation of βΉ36,441 crore for 2026–27 to 2030–31.

- Focuses on identifying sporting talent at an early age and nurturing athletes into elite performers and international medal prospects.
- Emphasises sports science, structured training, mentoring and evidence-based performance management.

- Aligns with Khelo Bharat Niti 2025 and National Education Policy (NEP) 2020.
- Promotes physical literacy by integrating sports, fitness and talent identification into school education.
- Introduces Khelo India Feeder Schools (KIFS), Khelo India Utkrishta Vidyalayas (KIUV)
3. Emerging Khelo India Athletes (E-KIA)
- A new category extending scientific training, mentoring and talent development to younger age groups.

4. Grassroots-to-Podium Pathway
- Establishes a structured progression from school-level competitions → Khelo India framework → Target Olympic Podium Scheme (TOPS).

The Central Board of Indirect Taxes and Customs (CBIC) has designated Vizhinjam Transshipment Seaport as a customs port, enabling full-scale Export-Import (EXIM) cargo operations.
Key Features of Vizhinjam Port
- Location: Near Thiruvananthapuram, Kerala.
- Significance: India’s first deep-water transshipment hub and semi-automated container port.
- Development Model: Public-Private Partnership (PPP) between the Kerala Government and Adani Ports under the Design-Build-Finance-Operate-Transfer (DBFOT) model.
- Natural Advantage: Natural depth of 18–20 metres, around 1 km from the shore, enables Ultra Large Container Vessels (ULCVs) to dock without continuous dredging.
- Low Siltation: Its curvilinear coastline reduces siltation and consequently lowers maintenance and dredging costs.

India’s Research Brain Drain: Challenges to Scientific Capacity
Why in News?
Reports of nearly 120 scientists resigning from the Indian Space Research Organisation (ISRO) have renewed concerns over India’s growing brain drain in research and scientific institutions.
Scale of Research Brain Drain in India
- Scholar Outflow: Around 60–70% of PhD scholars and nearly 30% of engineering graduates from premier Indian institutions reportedly move abroad seeking better research ecosystems.
- Permanent Migration: More than 73% of internationally mobile Indian researchers reportedly do not return to India.
- Economic Cost: Loss of skilled scientists, researchers and engineers is estimated to cost the Indian economy $35–50 billion annually.
- AI & Deep-Tech Talent: These sectors experience particularly high researcher outflows, with a critical talent outflow index of -16.9.
- Migration Intent: A global Elsevier survey found that 52% of India-based researchers intended to move abroad, reportedly the highest share among countries surveyed.
Why Are Researchers Moving Abroad?
- Low R&D Investment: India’s R&D expenditure remains around 0.64% of GDP. Limited funding constrains access to advanced computational infrastructure and specialised research equipment.
- Procurement Delays: Complex procedures and administrative approvals can delay the acquisition of specialised laboratory consumables by 3–6 months.
- Limited Research Autonomy: Seniority-driven institutional structures may restrict young researchers’ freedom to experiment, question established approaches and pursue unconventional research.
- Compensation Gap: Rigid domestic government pay structures can make overseas universities more attractive, particularly when compensation is compared on a purchasing-power basis.
- Teaching–Research Imbalance: Heavy teaching responsibilities can reduce the time available for faculty to undertake high-quality, original research.
- Patent Delays: Patent examination timelines of around 2–4 years can delay intellectual-property protection and technology commercialisation.
Consequences of Research Brain Drain
- Academic Capacity: Continued talent outflow contributes to India’s higher-education student–faculty ratio of around 27:1, compared with the cited benchmark of 20:1.
- Weak Clinical Research Capacity: Despite accounting for approximately 20% of the global disease burden, India conducts only around 4% of global clinical trials, reflecting a shortage of trained investigators.
- Startup Ecosystem: Loss of experienced scientific talent reduces technical mentorship for deep-tech and technology startups, aggravating their vulnerability to failure.
- Innovation Migration: High long-term retention of Indian STEM doctorate holders abroad shifts publicly supported human capital towards foreign research and innovation ecosystems.
- Patent Creation Abroad: Permanent migration of highly skilled doctoral talent can result in intellectual property and patents being generated and commercialised outside India.
- Technology Import Dependence: Shortages of domestic technical expertise can increase dependence on expensive proprietary foreign technologies, particularly for strategically important infrastructure.
Domestic Cruelty Protection for Live-in Relationships
Why in News?
- The Supreme Court has held that protection against domestic cruelty can extend to women in live-in relationships, provided the relationship is in the nature of marriage. The ruling broadens the protective scope of criminal law beyond formally recognised marriages.
- Sections 85 and 86 of the Bharatiya Nyaya Sanhita (BNS), 2023 replace Section 498A of the Indian Penal Code (IPC) and address cruelty by a husband or his relatives.

1. Expanded Legal Protection
- The Court recognised that women in live-in relationships resembling marriage can seek protection against domestic cruelty under the BNS.
2. Recognition of Changing Social Realities
- The judgment acknowledged that live-in relationships have become an accepted social reality, particularly in urban areas.
- It emphasises that legal frameworks must remain responsive to changing social norms and relationship structures.
3. Relationship in the Nature of Marriage
- Protection is not automatically available to every live-in relationship.
- The relationship must demonstrate characteristics associated with marriage, including Shared domestic life, A relationship resembling a marital union, Demonstrable intention to marry
- Thus, the nature and substance of the relationship are important in determining legal protection.
Constitutional Significance
- Equality: Legal protection should not arbitrarily discriminate based on formal marital status.
- Dignity: Women in intimate relationships are entitled to protection from cruelty and abuse.
- Protection of Women: Legal safeguards should respond to the substantive nature of a relationship rather than merely its formal legal status.

Nasha Mukt Yuva for Viksit Bharat Sankalp Abhiyan
Why in News?
Prime Minister Narendra Modi launched the Nasha Mukt Yuva for Viksit Bharat Sankalp Abhiyan to promote a drug-free India through youth participation, awareness generation and community engagement.
About the Abhiyan
- The initiative is a youth-led campaign of the Ministry of Youth Affairs and Sports, implemented through the MY Bharat portal.
- It is aligned with the Nasha Mukt Bharat Abhiyaan of the Ministry of Social Justice and Empowerment.

1. 100-Week Jan Bhagidari Action Plan
- The campaign will undertake a 100-week public participation programme focused on youth-led activities.
- These activities will be organised nationwide, particularly on Sundays, and include Sports activities, Cultural programmes, Meditation and wellness initiatives
2. Role of Higher Education Institutions
- Higher educational institutions are encouraged to incorporate specialised anti-drug awareness modules directly into their regular academic curricula.
- This seeks to move drug-prevention efforts beyond occasional awareness campaigns towards sustained institutional engagement.
3. Kashi Declaration as Blueprint
- The campaign draws its framework from the Kashi Declaration, adopted at the Youth Spiritual Summit in Varanasi in July 2025.
- The Declaration approaches substance abuse primarily as a public health challenge, emphasising awareness, prevention and community participation.
4. Destigmatising Recovery
- The campaign goes beyond prevention by seeking to reduce the social stigma associated with addiction and recovery.
- Individuals who overcome substance dependence will be recognised as “Real Warriors”, while efforts will be made to facilitate their social reintegration.
MSME Development (Amendment) Bill, 2026
Context
The Rajya Sabha passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, seeking to amend the MSME Development Act, 2006, particularly to address payment delays and streamline dispute resolution.
Key Provisions
1. National Digital Platform
- The Central Government may notify a National Digital Platform for free and voluntary filing of memoranda for MSME registration.
- A similar provision is proposed for State Governments.
2. Additional Facilitation Council
- State Governments may establish an additional Micro and Small Enterprises Facilitation Council alongside the existing Council.
- The measure aims to strengthen institutional capacity for resolving MSME-related disputes.
3. Mandatory TReDS Settlement for CPSEs
- Every Central Public Sector Enterprise (CPSE) must settle invoices relating to procurement of goods or services from MSMEs through the Trade Receivables Discounting System (TReDS).
- TReDS: An RBI-regulated electronic platform, operational since 2017, that facilitates financing and discounting of MSME trade receivables due from corporate buyers, government departments and PSUs through competitive bidding by multiple financiers.
4. Time-Bound Dispute Resolution
- If mediation fails, the dispute must be referred to arbitration within 30 days from the termination of mediation.
- An arbitration award must be issued within 90 days from completion of pleadings.
5. Interim Payment Protection
- Where a case has remained pending for more than six months, at least 50% of the awarded amount must be paid to the supplier.
