Parliamentary Standing Committee Report on AMRUT
Why in News?
A recent Parliamentary Standing Committee on Housing and Urban Affairs report highlighted significant gaps in urban sewerage, wastewater management and project implementation under AMRUT and AMRUT 2.0.

- Sewerage Deficit: Only about 30% of India’s 11.32 crore urban households have underground sewer connections.
- Around 2.84 crore households continue to depend on decentralised septic tanks.

About AMRUT
Atal Mission for Rejuvenation and Urban Transformation (AMRUT) is a Centrally Sponsored Scheme of the Ministry of Housing and Urban Affairs (MoHUA) aimed at improving urban water supply and sewerage infrastructure.

Mining Restrictions for Wetland Conservation Reserves
Why in News?
The Supreme Court has ruled that a 10-km buffer restriction on mining applies to all Wetland Conservation Reserves across India, extending the protection earlier applied in case of Asan Wetland Conservation Reserve.
Key Directions
- 10-km Mining Buffer: Mining activities within a 10-km radius of Wetland Conservation Reserves require prior approval from the Standing Committee of the National Board for Wildlife (NBWL) and/or the Ministry of Environment, Forest and Climate Change (MoEFCC).
- Restitution: Illegal miners may be required to compensate for Minerals extracted illegally and Costs associated with restoring the damaged ecosystem.
Mining Restrictions in Other Protected Areas
- National Parks & Wildlife Sanctuaries: Mining is prohibited within protected areas and generally within 1 km of their boundaries, unless a larger Eco-Sensitive Zone (ESZ) has been notified.
- Forest Land: Diversion for mining requires Prior Central Government approval under the Forest (Conservation) Act, 1980 and Environmental Clearance under the EIA Notification, 2006.
Asan Wetland
- Location: Dehradun, Uttarakhand.
- Local Name: Dhalipur Lake.
- A human-made freshwater wetland formed by the Asan Barrage at the confluence of the Asan and Yamuna rivers.
- Ramsar Site: Designated in 2020, becoming Uttarakhand’s first Ramsar Site.

Other Effective Area-based Conservation Measures (OECMs)
Why in News?
Other Effective Area-based Conservation Measures (OECMs) are gaining importance as a flexible complement to India’s conventional protected-area network by enabling biodiversity conservation on community, private and multi-use landscapes outside formally notified protected areas.
What are OECMs?
The Convention on Biological Diversity (CBD) defines an OECM as a geographically defined area outside the formal protected-area network that achieves positive and sustained long-term outcomes for in-situ biodiversity conservation.
Recognition is outcome-based, meaning the original purpose of managing the area may be commercial, social, cultural or otherwise.
OECM recognition does not itself create new ownership, legal restrictions or management authority; conservation continues through existing governance and legal arrangements.
1. Four Core Criteria
- Lie outside the formal protected-area network.
- Have clearly defined geographical boundaries.
- Have an effective and inclusive governance system.
- Demonstrate sustained and effective conservation of biodiversity.
2. Categories of OECMs
- Ancillary: Conservation occurs as a by-product of the area's primary purpose.
- Secondary: Conservation is one of the stated management objectives.
- Primary: The area is managed primarily for biodiversity conservation.
3. Global Recognition
- OECM sites are recorded in the World Database on OECMs, maintained by the UNEP World Conservation Monitoring Centre (UNEP-WCMC).
- This enables countries to track progress towards global biodiversity conservation targets.
India's Pioneer OECM
Aravalli Biodiversity Park, Gurugram became India's first recognised OECM site in 2022.
- The site was formerly a degraded mining landscape.
- Restoration involving citizens and the municipal administration transformed it into a biodiversity-rich urban forest.

Why in News?
China has introduced rules governing anthropomorphic AI or AI companionship, including restrictions on AI systems offering virtual intimate relationships to minors. Meanwhile, New York and California in the United States have introduced measures requiring certain chatbots to periodically clarify that they are not human.
What is AI Companionship?
- AI companions are LLM-powered chatbots designed to provide personalised, emotionally engaging and conversational interactions that can simulate friendship, emotional support or intimate relationships.
- Examples: Character.AI, Replika, Chai and Botify AI.

1. Psychological Dependence
- AI companions are designed to establish emotional connections with users.
- Constant availability may encourage users to substitute AI interactions for real-world relationships.
- Individuals with limited social networks may be particularly vulnerable to excessive dependence.

Vehicle-to-Vehicle (V2V) Communication

The Ministry of Road Transport and Highways (MoRTH) has proposed making Vehicle-to-Vehicle (V2V) communication systems mandatory in all new vehicles from 1 October 2028, aiming to reduce road accidents and strengthen India's Intelligent Transportation Systems (ITS).
What is V2V Communication?
- V2V communication is a wireless technology that enables nearby vehicles to exchange safety-critical information directly in real time.
- It allows vehicles to form a local, network-free communication environment, without depending on conventional cellular infrastructure.
- It is an important component of Vehicular Ad Hoc Networks (VANETs).
How Does V2V Work?
- Vehicles are equipped with On-Board Units (OBUs) that continuously exchange information such as Location, Speed, Direction, Acceleration/deceleration, Braking status, Potential collision warnings
- Communication can use technologies such as Dedicated Short-Range Communications, Wi-Fi, WiMAX, Cellular Vehicle-to-Everything (C-V2X)
V2V vs ADAS
- Advanced Driver Assistance Systems (ADAS) primarily rely on cameras, radar, sensors and real-time processing to detect surrounding hazards.
- Examples include Automatic emergency braking, Lane-departure warnings, Blind-spot monitoring
- V2V complements ADAS by allowing vehicles to communicate hazards that their own sensors may not yet detect.
For example, V2V can warn a vehicle about:
- A sudden braking event beyond a blind curve.
- A hazard hidden by another vehicle.
- A vehicle approaching from outside the driver's immediate field of view.

Mule Account
Why in News?
The Supreme Court has directed all States and Union Territories to notify and operationalise State Cyber Crime Coordination Centres within four weeks. It also directed law-enforcement authorities to adopt the e-Zero FIR mechanism in consultation with the Indian Cyber Crime Coordination Centre (I4C) to strengthen responses to cyber-enabled financial fraud.
What is a Mule Account?
- A mule account or money mule account is a legitimate bank account that is exploited by cybercriminals to receive, transfer, conceal or launder illegally obtained funds.
- The account acts as an intermediary between the victim and the criminal network, making it harder for investigators to trace the ultimate beneficiary.
Types of Money Mules
1. Unwitting Mules
- Genuine account holders who are unknowingly used in fraudulent transactions.
- They may be deceived through fake job offers, investment schemes or other scams.
2. Witting Mules
- Individuals who knowingly rent, sell or provide access to their bank accounts in exchange for money or other benefits.
- They may become legally liable for facilitating financial crime.
3. Synthetic Identities
- Accounts created using forged, stolen or manipulated identity documents.
- Criminals use these identities to create seemingly legitimate banking relationships.
How Mule Accounts Facilitate Cybercrime
- Cybercriminal → Mule Account → Multiple Transfers → Layering/Concealment → Criminal Beneficiary
- Funds obtained through activities such as digital arrest scams, phishing, investment fraud and other cybercrimes may initially enter a mule account before being rapidly transferred through multiple accounts, making the money trail more difficult to follow.
Legal and Institutional Measures
- The Prevention of Money Laundering Act (PMLA), 2002 provides a legal framework for dealing with activities that assist in laundering proceeds of crime.
- Reserve Bank Innovation Hub (RBIH) has developed MuleHunter.AI, an AI-based system designed to identify suspicious mule-account patterns and help combat digital financial fraud.
- State Cyber Crime Coordination Centres are intended to strengthen coordination among State/UT law-enforcement agencies.
- The e-Zero FIR mechanism can facilitate faster registration and investigation of cybercrime cases, particularly where the exact jurisdiction is initially unclear.

- They may initially appear to be ordinary legitimate bank accounts.

Inventory-based Cross-border E-Commerce Export Framework
Why in News?
The Inventory-based Cross-border E-Commerce Export Framework has been operationalised under the Foreign Trade Policy (FTP), 2023, following an amendment to the FDI Policy permitting inventory-based e-commerce operations exclusively for exports.
Key Features
1. Exporter-on-Record (EOR)
- Eligible e-commerce entities can undertake export-only inventory operations through a registered Exporter-on-Record (EOR).
- The EOR procures goods from Indian Sellers-on-Record (SORs) against confirmed overseas orders, undertakes exports in its own name and assumes responsibility for export-related operations and regulatory compliance.
- This enables Indian sellers to access international markets without individually handling the entire burden of Export documentation, Customs procedures, Other export compliances
2. Protection of Indian Sellers
The framework introduces safeguards to prevent misuse of the inventory-based model:
- Confirmed-order requirement: Export inventory can be procured only against confirmed overseas orders.
- No speculative stocking: Entities cannot build up inventory speculatively merely for potential future exports.
- Digital segregation: Export inventory must be distinctly identified, segregated and maintained through a digital repository.
- Timely payment: Indian Sellers-on-Record must receive payment within the prescribed timeline.
