History of CLAT Consortium
The development of NLUs in India began with the establishment of the National Law School of India University (NLSIU), Bengaluru, in 1987. NALSAR University of Law in Hyderabad followed in 1998. Subsequently, different states established their own National Law Universities under state legislation.
The NLU model was developed along the lines of institutions such as the IITs and IIMs, with a focus on specialised legal education. Before CLAT became a common entrance examination, individual NLUs generally conducted their own admission tests.
By 2007, there were seven NLUs, and each had its own entrance process. This created the need for a common examination through which candidates could apply to multiple participating law universities.
In 2006, a PIL sought to introduce a common admission test for NLUs. The matter, CWP 68 of 2006, Varun Bhagat v. Union of India, was decided on November 23, 2007.
In 2008, seven NLUs signed an MoU to conduct a common law entrance examination. The first CLAT was held in 2008 as an offline, multiple-choice examination.
The offline format continued until 2014. A revised MoU in 2015 brought additional NLUs into the common examination framework, and CLAT was shifted to the online mode.
The idea of creating a dedicated and permanent body for CLAT also gained momentum during this period. A 2015 PIL filed by Shamnad Bashir highlighted the need for a permanent secretariat and an institutional mechanism to oversee CLAT.
Another case, CWP 551 of 2018, Disha Panchal v. Union of India, raised issues concerning the conduct of CLAT and called for steps to ensure a fair examination process.
The Consortium formed a permanent CLAT Secretariat in Bengaluru on October 17, 2018. That same year, the Consortium decided to move CLAT back to offline mode. The responsibility for conducting the examination also shifted from the earlier rotational university arrangement to the Consortium's EC.
The Consortium became a legal entity after its registration in Bengaluru under the Karnataka Co-operative Society Act on March 26, 2019. Sixteen NLUs were the founding members, while other participating NLUs joined later. National Law University, Delhi remained outside the CLAT framework.
The Consortium has three permanent members:
- National Law School of India University (NLSIU), Bengaluru
- National Academy of Legal Studies and Research (NALSAR), Hyderabad
- National Law Institute University (NLIU), Bhopal
The General Council elects the President, Vice-President and Convener for the annual CLAT process. The Vice-Chancellor of NLSIU, Bengaluru serves as the ex-officio Secretary of the Consortium.
Beyond conducting CLAT, the Consortium also aims to support coordination among member universities and help improve legal education.
