Polarization & Reemergence of ‘Separate Electorate’ in India

Concerns have been raised that rising electoral polarization is creating a de facto “separate electorate” situation, despite India constitutionally following a joint electorate system.

What is a Separate Electorate?

  • A separate electorate is a voting arrangement in which members of a particular religious, caste, or community group vote only for candidates of their own community.
  • It was introduced in colonial India under Morley-Minto Reforms for Muslims.
  • Later expanded under Communal Award.
  • India abolished separate electorates after Independence to promote national unity and inclusive democracy.

What is Electoral Polarisation?

Electoral polarization refers to:

  • Elite Polarisation: Political parties move toward ideological extremes.
  • Affective Polarisation: Voters increasingly distrust and emotionally oppose rival political groups.

How Polarisation is Creating a De Facto “Separate Electorate”

1. Legislative Asymmetry

  • Consolidation of majority votes allows governments to form without meaningful minority representation.
  • The plural nature of the electorate becomes politically less relevant.

2. Welfare Exclusionism

  • Welfare benefits are increasingly perceived through communal or identity lenses.
  • Public goods are viewed as a competition between groups rather than universal entitlements.

3. Candidate Homogenisation

  • Parties increasingly nominate candidates from dominant local identities.
  • This narrows electoral choice and reduces inclusive representation.

4. Information Segregation

  • Social media algorithms and parallel media ecosystems create echo chambers.
  • Shared civic discourse weakens as communities consume entirely different narratives.

Consequences of a De Facto “Separate Electorate”

1. Veto Impotence

  • Minority communities lose “swing vote” influence because outcomes are decided through consolidated majority voting blocs.

2. Trust Deficit

  • Marginalised groups may lose confidence in democratic institutions if representation pathways shrink.

3. Legislative Gaps

  • Lack of diversity in legislatures may produce laws without adequate understanding of ground realities affecting minorities and vulnerable groups.

4. Weakening Social Cohesion

  • Communities may gradually stop viewing themselves as participants in a shared national political project, leading to “psychological secession.”

Constitutional Perspective

  • India follows the principle of joint electorate with universal adult franchise under the democratic framework of the Constitution.
  • The framers of the Constitution rejected separate electorates because they were viewed as divisive and contrary to national integration.

 

Rules to Operationalise Four Labour Codes

Ministry of Labour and Employment notified the final Central Rules to operationalise the four labour codes.

Key Provisions of the Rules

  • Wage Structure: Basic salary, dearness allowance (DA), and retaining allowance together must constitute at least 50% of total remuneration (CTC).
  • Minimum Wages: The earlier fixed formula for calculating minimum wages has been removed, allowing greater flexibility in wage determination.
  • Working Hours: Weekly working hours capped at 48 hours, while daily working hours may extend up to 12 hours to enable a potential 4-day workweek model.
  • Women Workers: Women can work between 7 PM and 6 AM with their consent and subject to safety provisions.
  • Grievance Redressal Committee (GRC): Establishments employing 20 or more workers must create a GRC with equal representation from employers and employees.
  • Gig & Platform Workers: Platform aggregators must contribute 1–2% of turnover to a social security fund, capped at 5% of payouts to workers.
  • National Social Security Board: Will oversee welfare measures for gig and platform workers.
  • Appointment Letter: Employers are required to provide a written appointment letter to every worker at the time of joining.
  • Unorganised Workers Registration: Workers aged 16 years and above must register through Aadhaar to access social security benefits.

About the Four Labour Codes

India consolidated 29 central labour laws into four labour codes:

  1. Code on Wages, 2019
  2. Industrial Relations Code, 2020
  3. Occupational Safety, Health and Working Conditions Code, 2020
  4. Code on Social Security, 2020

National Mission for Sustainable Agriculture

Since its launch in 2014–15, NMSA has strengthened climate-resilient, sustainable, and resource-efficient agriculture through integrated farming and conservation practices.

About NMSA

  • A Centrally Sponsored Scheme under the Ministry of Agriculture and Farmers Welfare.
  • One of the 8 missions under the National Action Plan on Climate Change (NAPCC).
  • Objective: Promote productive, sustainable, climate-resilient, and remunerative agriculture.
  • Since 2022–23, integrated with PM-RKVY, giving states greater implementation flexibility.

Eligibility & Financial Support

  • Primary beneficiaries: Land-owning farmers.
  • Tenant farmers/sharecroppers require formal land records.
  • Subsidy support up to 55% subsidy for micro-irrigation (up to 5 hectares): ₹30,000 per family for Integrated Farming Systems (IFS).
  • Soil Health Cards (SHCs) issued free every two years.

  • Rainfed Area Development (RAD): Promotes Integrated Farming Systems combining crops, livestock, horticulture, fisheries, and agroforestry.
  • Soil Health Management: Encourages balanced fertiliser use, organic farming, and nutrient management.
  • On-Farm Water Management: Expands drip and sprinkler irrigation under the “Per Drop More Crop” approach.
  • Climate Change & Sustainable Agriculture: Supports climate-smart farming and climate-impact monitoring.
  • Sub-Mission on Agroforestry: Encourages tree plantation on farmlands under “Har Medh Par Ped”.

Ministry of Panchayati Raj announced the winners of the National Panchayat Awards 2025.

About the Awards

  • The awards recognise the performance of Panchayats across the 9 themes of Localised Sustainable Development Goals (LSDGs).
  • They are awarded under the Rashtriya Gram Swaraj Abhiyan (RGSA) framework.
  • Aim: Encourage good governance, sustainable rural development, and grassroots democratic excellence.
