Issue of Counterfeit Currency
The NCRB’s Crime in India 2024 report highlights Counterfeit Indian Currency Notes (CICN) as a continuing security and economic threat nearly a decade after demonetisation.
What is Counterfeit Currency?
- Counterfeit currency refers to fake currency notes illegally produced to imitate genuine banknotes with the intention of deceiving users and disrupting the economy.
Regulatory Framework Against Fake Currency
1. Legal Provisions
- Unlawful Activities (Prevention) Act (UAPA): Production or smuggling of high-quality fake currency is treated as a terrorist act due to its links with terror financing.
- Bharatiya Nyaya Sanhita (BNS), Sections 178–182: Prescribe life imprisonment, imprisonment, or heavy fines for Manufacturing counterfeit notes, Possessing fake currency and Circulating or trafficking counterfeit notes
2. Institutional Mechanism
- CBI acts as the nodal agency for coordination with international organisations such as Interpol.
- NIA investigates cross-border counterfeit currency and terror-financing networks.
Why Does Fake Currency Continue to Persist?
1. Technological Sophistication
- Modern syndicates use Industrial-grade printers and scanners & AI-based image enhancement tools
- This help replicate features like Micro-lettering, Watermarks, Security threads and Latent images
2. Large Cash Economy
- Currency in circulation has crossed ₹42 lakh crore, creating a vast cash ecosystem where counterfeit notes can mix unnoticed.
3. Verification Gaps
- Rural markets and small businesses often lack UV scanners and Currency authentication devices
- This makes them vulnerable “soft targets”.
4. Geographical Vulnerability
- Porous borders and maritime routes are exploited for smuggling fake notes.
- International syndicates use advanced machinery to print “Super Notes”.
What are Super Notes?
- Super Notes are extremely high-quality counterfeit notes that closely resemble genuine currency in Paper quality, Printing precision and Security features
- These are officially classified as High Quality Fake Indian Currency Notes (HQ-FICN).
Government Initiatives Against Counterfeit Currency
1. FCORD Mechanism
- Ministry of Home Affairs established the Fake Indian Currency Notes Coordination Group (FCORD).
- Objective: Real-time intelligence sharing & Coordination among central agencies and state police
2. Terror Funding and Fake Currency (TFFC) Cell
- Operated by the NIA
- Targets terror-financing and cross-border fake currency syndicates.
3. Public Awareness
- RBI runs the “Paisa Bolta Hai” campaign to educate citizens on identifying security features in banknotes.
4. Security Features in Indian Currency
- Indian notes include Watermark, Security thread, See-through register, Intaglio printing, Colour-shifting ink, Micro-lettering, Latent image features
Impact of Counterfeit Currency
- Threatens monetary stability
- Fuels terrorism and organised crime
- Erodes public trust in currency
- Causes losses to businesses and consumers
- Distorts the formal financial system
PM’s Call for Import Reduction
PM has urged Indians to reduce import-linked consumption to contain forex outflows and Balance of Payments (BoP) pressures amid the Iran conflict–driven rise in fuel, fertiliser, and commodity prices.
IMF projects India’s CAD may widen to $84.5 billion in 2026 (~2% of GDP).
What is Forex?
- Foreign Exchange Reserves (Forex) are foreign currencies and foreign assets held by the RBI to manage external payments and currency stability.
- Components of Forex Reserves
- Foreign Currency Assets (USD, Euro, etc.)
- Gold Reserves
- Special Drawing Rights (SDRs)
- Reserve Tranche Position with IMF
Why Are Concerns Rising?
- India’s external sector position by mid-2025 is being compared to the 2013 “Fragile Five” phase, when high current account deficits and weak capital inflows created pressure on the rupee and forex reserves.
How Do Imports Drain Forex?
- Imports require payment in foreign currencies, mainly US dollars.
- Higher imports increase dollar demand and reduce forex reserves.
- Since mid-2024, weaker capital inflows and repeated current account deficits have intensified pressures.
Vicious Cycle of Import Dependence
- Rising imports → Higher dollar demand → Rupee depreciation → Costlier imports → Wider trade deficit → Further rupee weakening

|
Reduces pressure on the rupee by lowering dollar demand. |
Structural issues in sectors like fertilisers remain unresolved. |
|
