Total Shutdown in Ladakh Over Four-Point Demands

Why in News

A complete shutdown was observed across Ladakh, marking the first major protest since the September 2025 clashes. The agitation intensified after the release of climate activist Sonam Wangchuk from detention under the National Security Act (NSA).

Background

  • Ladakh became a Union Territory (UT) without a legislature in 2019 after the reorganisation of Jammu and Kashmir.
  • Since then, concerns over political representation, cultural protection, and employment have driven local movements.

Four-Point Charter of Demands

1. Full Statehood

  • Demand to upgrade Ladakh from a UT to a full-fledged state.
  • Objective: Ensure legislative powers and democratic representation.

2. Inclusion under Sixth Schedule

  • Demand to bring Ladakh under the Sixth Schedule of the Constitution.
  • Purpose: Protect Tribal land, Culture and Local identity
  • Would provide autonomous district councils with legislative powers.

3. Job Reservation & PSC

  • Reservation in government jobs for local youth.
  • Establishment of a separate Public Service Commission (PSC) for Ladakh.

4. Separate Parliamentary Representation

  • Creation of two Lok Sabha constituencies: Leh and Kargil
  • Currently, Ladakh has only one parliamentary seat.

Role of Government

  • Talks are ongoing with the Ministry of Home Affairs (MHA).
  • The demands are being negotiated as part of broader administrative and constitutional considerations.

Significance

1. Political Representation

  • Highlights demand for greater autonomy and democratic governance.

2. Cultural Protection

  • Sixth Schedule inclusion aims to safeguard tribal heritage and land rights.

3. Employment Concerns

  • Focus on local job security amid fears of outside competition.

4. Strategic Importance

  • Ladakh is a sensitive border region, making governance stability crucial.

Heightened Vulnerability of India’s LPG Supply

Why in News

Amid disruptions caused by the Iran–West Asia conflict, India’s LPG (Liquefied Petroleum Gas) supply has emerged as the most vulnerable energy segment, compared to crude oil and LNG.

Key Reasons for Vulnerability

1. Chokepoint Dependence

  • Nearly 90% of LPG imports pass through the Strait of Hormuz.
  •  Any conflict or blockade here can severely disrupt supplies.

2. Low Strategic Reserves

  • LPG buffer stock: ~2 days (1.4 lakh tonnes)
  • In contrast, crude oil reserves last about 74 days

3. Import Concentration

  • Around 92% of LPG imports come from United Arab Emirates, Qatar, Saudi Arabia, Kuwait
  • Creates geopolitical concentration risk.

4. Supply–Demand Imbalance

  • Domestic production meets only ~40% of demand
  • Imports: ~20 million tonnes annually
  • Rising demand outpaces domestic supply.

5. Infrastructure Constraints

  • LPG requires specialised pressurised transport systems (e.g., gas bullet tankers).
  •  Unlike crude oil, diversification is difficult and slow.

6. Rapid Demand Expansion

  • LPG connections increased from 150 million (2015) → 330+ million today
  • Driven by schemes like Pradhan Mantri Ujjwala Yojana (PMUY).

LPG Landscape in India

1. Consumption Profile

  • India is the second-largest LPG consumer globally (after China).
  • Total domestic connections: ~332 million

2. Sectoral Use

  • Households: >85%
  • Commercial & industrial sectors: Moderate share
  • Transport: <1%

3. Structural Deficit

  • Persistent gap between domestic production and demand
  • Heavy reliance on imports for energy security

4. Urban Energy Transition

  • Expansion of City Gas Distribution network (CGD): Promotes Piped Natural Gas (PNG) in cities and Frees LPG for rural and remote areas

5. Regional Consumption Pattern

  • High demand concentrated in Uttar Pradesh, Maharashtra, West Bengal, Tamil Nadu, Bihar

Strategic Implications

  • Energy Security Risk: Heavy dependence on West Asian supply chains makes LPG the most exposed fuel.
  • Welfare Sensitivity: Disruptions affect household cooking energy, especially among poor and rural populations.
  • Policy Challenge: Need for Diversification of import sources, Expansion of storage capacity, Boost in domestic production

Bhutan’s “Pay-to-Protect” Approach for Sustainable Tourism

Why in News

Bhutan’s “pay-to-protect” model is being highlighted as a policy template to manage ecological stress caused by mass tourism in the Himalayan region.

Ecological Impacts of Mass Tourism in the Himalayas

1. Carrying Capacity Breach

  • Excess tourist inflow exceeds ecological limits.
  • Leads to land subsidence and terrain instability, as seen in Joshimath.

2. Water Stress

  • Tourism diverts water from agriculture to luxury consumption.
  • Severe shortages reported in Shimla and Leh

3. Waste Management Crisis

  • Poor recycling systems → dumping grounds.
  • Example: Rohtang Pass landfill
  • Pollution of river headwaters: Ganga, Indus

4. Infrastructure Pressure

  • Unplanned roads and railways: Fragment habitats, Disrupt wildlife corridors, Increase landslide risks

5. Glacial Degradation

  • Vehicle emissions release black carbon: Deposits on glaciers like Gangotri Glacier
    • Reduces albedo → accelerates melting

Bhutan’s “Pay-to-Protect” Model

1. Core Principle

  • Treats tourism as a priced privilege, preventing overuse (Tragedy of the Commons).

2. Key Features

  • Sustainable Development Fee (SDF): Around $100 per person per night charged to most foreign tourists.
  • High Value, Low Volume Strategy: Limits tourist numbers, Maximises revenue per visitor
  • Revenue Reinvestment: Funds used for Environmental conservation and Public welfare (e.g., free healthcare)
  • Carbon Control: Fewer tourists → fewer vehicles & Helps **Bhutan remain a carbon-negative country

Significance

1. Sustainable Tourism Model

  • Balances economic benefits with ecological conservation

2. Climate Resilience

  • Reduces environmental degradation in fragile Himalayan ecosystems

3. Replicability

  • Provides a scalable framework for India’s hill stations and eco-sensitive zones

Impact on Wildlife

Threatened Species

  • Gharial (Critically Endangered)
  • Gangetic River Dolphin (Endangered)

  • Sand acts like a natural sponge, aiding groundwater recharge.
  • Its removal Lowers water table and Dries up nearby wells

3. River Channel Alteration

  • Causes: Channel incision (deepening) and Bank erosion
  • Leads to instability of bridges and riverside infrastructure.

4. Increased Turbidity

  • Mining disturbs sediments, causing Reduced sunlight penetration and Lower dissolved oxygen levels
  • Adversely affects aquatic biodiversity.
