Russia’s Growing Dependence on China

Context

Vladimir Putin’s state visit to China following Donald Trump’s China visit has highlighted the strengthening Sino-Russian strategic partnership.

Factors Driving Russia’s Dependence on China

1. Economic & Market Dependence

  • China now accounts for over 57% of Russia’s imports.
  • Chinese firms dominate major Russian consumer sectors including automobiles, smartphones and electronics

2. Energy Dependence

  • Russia depends on China to absorb nearly half of its crude oil exports.
  • Moscow is increasingly reliant on the proposed Power of Siberia-2 gas pipeline to compensate for shrinking European energy markets.

3. Technology & Defence Supply Chains

  • China reportedly supplies nearly 90% of Russia’s imports of semiconductors, microelectronics and dual-use technologies
  • These components are crucial for sustaining Russia’s defence-industrial base amid Western sanctions.

4. Financial Realignment

  • The Chinese Yuan now dominates bilateral trade settlements.
  • Over 95% of the $227.9 billion Russia–China trade is conducted in yuan, reducing Russia’s dependence on Western currencies and financial systems.

India’s Concerns Over Russia’s Growing Dependence on China

1. Diplomatic Concerns

  • Russia’s increasing alignment with China weakens its traditional role as a strategic balancer for India.
  • India fears reduced Russian neutrality regarding Chinese influence in Central Asia, Indo-Pacific and Eurasian geopolitics

2. Strategic Reorientation

  • A stronger Sino-Russian bloc may weaken the long-standing India–Russia “Special and Privileged Strategic Partnership.”
  • This could push India toward greater cooperation with Quadrilateral Security Dialogue, Western strategic frameworks and Indo-Pacific partnerships

3. Cyber & Defence Risks

  • Expanding China–Russia intelligence and cyber cooperation raises concerns that sensitive Indian defence information shared with Russia could indirectly become accessible to Beijing.

4. Connectivity & Trade Challenges

  • China’s growing influence over Eurasian transport corridors may constrain India’s access through initiatives like the International North-South Transport Corridor
  • This could affect India’s long-term connectivity ambitions toward Europe and Central Asia.

UNGA Resolution Endorsing ICJ Climate Advisory Opinion

Context

  • The United Nations General Assembly adopted a resolution endorsing the 2025 advisory opinion of the International Court of Justice on climate change obligations.
  • The ICJ advisory opinion stated that countries have a legal responsibility to reduce greenhouse gas emissions and may face liability for failing to protect the climate system.
  • Since ICJ advisory opinions are non-binding, Vanuatu introduced the resolution to provide stronger political and legal support to the opinion.

Key Features of the Resolution

1. Climate Obligations

  • Urges all states to fulfil obligations under international law to protect the global climate system from human-induced greenhouse gas emissions.

2. Paris Agreement Alignment

  • Reaffirms the goal of limiting global warming to 1.5∘C above pre-industrial levels, consistent with the Paris Agreement.

3. Accountability Emphasis

  • Strengthens the normative basis for holding states internationally accountable for inadequate climate action.

India’s Concerns Regarding the Resolution

1. Elevating a Non-Binding Opinion

  • India argued that the resolution risks converting a non-binding ICJ advisory opinion into a quasi-binding international norm.
  • This could weaken the foundational structure of United Nations Framework Convention on Climate Change
  • India stressed the importance of the principle of Common But Differentiated Responsibilities

2. Reduced Policy Autonomy

  • India expressed concern that external judicial scrutiny of Nationally Determined Contributions (NDCs) could constrain domestic climate policymaking flexibility.

3. Climate Finance Concerns

  • India objected to the omission of the term “climate finance” from the resolution.
  • It argued that developed countries’ financial obligations toward developing nations remain central to climate justice and equitable transition.

WTO Council for Trade in Goods

Context

  • India has raised concerns at the World Trade Organization Council for Trade in Goods over the United Kingdom’s new steel safeguard measures restricting tariff-free imports.
  • The issue has implications for the implementation of the India–UK Comprehensive Economic and Trade Agreement.
  • India exported steel worth USD 893.4 million to the UK in 2025–26, making the dispute commercially significant.

About Council for Trade in Goods (CfTG)

  • The Council for Trade in Goods is a subsidiary body of the World Trade Organization.
  • It oversees the implementation of trade rules governing international trade in goods under the WTO framework.

General Agreement on Tariffs and Trade

  • The CfTG operates primarily under GATT provisions.
  • GATT was originally signed in 1947 to promote free and fair global trade.
  • It was incorporated into the WTO system in 1995 as GATT 1994.

Functions of the Council for Trade in Goods

  • Monitors implementation of trade agreements related to tariffs and customs duties, import licensing and regulations, subsidies and countervailing measures, anti-dumping rules and safeguard measures
  • Ensures compliance with global trade norms among member countries.

Supervisory Committees

  • Agriculture trade rules
  • Market access regulations
  • Customs valuation procedures
  • Technical Barriers to Trade (TBT)
  • Sanitary and Phytosanitary (SPS) measures

Significance of the Current Issue

  • Highlights tensions between domestic protectionist measures (UK steel safeguards) and liberal trade commitments under WTO rules.
  • Also tests the robustness of India–UK trade commitments under CETA.
  • Reflects growing global trend of re-industrialisation vs. free trade principles.

Peaceful and Lawful Protest is Everybody’s Right – Supreme Court

Context

Supreme Court reaffirmed that peaceful and lawful protest is a fundamental democratic right, but it must not disrupt public order or occupy public spaces indefinitely.

Constitutional Basis

The right to protest is not explicitly written, but derived from:

  • Article 19(1)(a) – Freedom of speech and expression → Enables citizens to criticise government and express dissent.
  • Article 19(1)(b) – Right to assemble peacefully without arms → Protects collective peaceful demonstrations.
  • Article 21 – Right to life and personal liberty → Expanded by courts to include dignified dissent and participatory democracy.

Reasonable Restrictions

Under Articles 19(2) and 19(3), the State may impose restrictions in the interests of:

  • Sovereignty and integrity of India
  • Public order
  • Morality and decency
  • Friendly relations with foreign states

Key Supreme Court Judgments

  • Ramlila Maidan Incident v. Home Secretary (2012) → Peaceful protest is a fundamental right under Articles 19(1)(a) & 19(1)(b).
  • Mazdoor Kisan Shakti Sangathan v. Union of India (2018) → Protest is allowed in public spaces, but subject to time, place, and manner restrictions.
  • Shaheen Bagh Case (2020) → Public spaces cannot be occupied indefinitely in the name of protest, but right to protest remains fundamental.

World Cities Report 2026

Context

UN-Habitat released the World Cities Report 2026.

Key Highlights of the Report

  • Global Housing Crisis: Around 40% of the world’s population (~3.4 billion people) faces severe housing shortages. More than 1.1 billion people live in overcrowded slums and informal settlements lacking essential services.
  • Housing Affordability Decline: The global price-to-income ratio increased from 9.3 (2010) to 11.2 (2023), while nearly 44% of households spend over 30% of their income on housing.
  • Climate Threat: Climate-related disasters may destroy nearly 167 million homes by 2040. Housing and construction account for 17–21% of global carbon emissions.

India-Specific Findings

  • Affordability Stress: Housing affordability in India declined from 52% (2018) to 17% (2025).
Price-to-income ratios remain extremely high in major cities such as Mumbai – 14.3 and Delhi – 10.1
  • Homelessness: India’s homelessness rate stands at 13 per 10,000 people, lower than China – 21 and United States – 20
  • Policy Success: Pradhan Mantri Awas Yojana expanded subsidised housing coverage from 0.3% of households (2010) to 7% (2023).

Key Drivers of the Global Housing Crisis

  • Speculative Housing Markets: Housing increasingly functions as an investment asset, diverting capital toward luxury real estate rather than affordable housing.
  • Rapid Urbanisation: Cities are expected to accommodate nearly 2 billion additional people by 2050, straining urban infrastructure and housing supply.
  • Forced Displacement: Conflict, violence, and rights violations triggered nearly 64 million urban evictions (2003–2023).
  • Climate-Induced Migration: Extreme weather events and environmental degradation are intensifying migration toward already overcrowded cities.
