  • Developed by Indian Institute of Tropical Meteorology at SRM Institute of Science and Technology.
  • Monitors multiple atmospheric parameters such as temperature, humidity, wind, rainfall and aerosols.
  • Advanced Technologies Used: Automatic Weather Stations, Weather radars, Aerosol profilers, Remote sensing instruments

  • Aerosols are tiny solid or liquid particles suspended in the atmosphere.

SC Rules on Appointment of CEC and ECs

The Supreme Court of India observed that the inclusion of the Chief Justice of India (CJI) in the appointment panel for the Chief Election Commissioner (CEC) and Election Commissioners (ECs) was only a temporary arrangement until Parliament enacted a law.

Judicial Background

1. Earlier System

  • Before 2023, appointments of the CEC and ECs were made by the President on the advice of the Prime Minister and Council of Ministers.
  • There was no specific parliamentary law governing the process.

2. Anoop Baranwal Case (2023)

  • In Anoop Baranwal v. Union of India, the Supreme Court ruled that until Parliament enacted a law:
    • appointments would be made by a committee comprising Prime Minister, Leader of Opposition (LoP) and the CJI.

3. 2023 Legislation

  • Parliament enacted the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023.
  • The law replaced the CJI with a Union Cabinet Minister nominated by the Prime Minister.

4. Constitutional Challenge

  • Multiple petitions challenged the Act, arguing that the government gets a 2–1 majority in the Selection Committeez: thereby undermining the independence of the Election Commission of India.

Constitutional Basis

Article 324(2)

  • Article 324 states that the CEC and ECs are appointed by the President, subject to any law made by Parliament.

Appointment Process Under the 2023 Act

1. Search Committee

  • Headed by the Union Law Minister.
  • Includes two senior officials of Secretary rank or above.
  • Shortlists five candidates.

2. Selection Committee

  • Recommends names to the President.
  • Can also consider candidates outside the shortlist.

Composition

  • Prime Minister (Chairperson)
  • Leader of Opposition in Lok Sabha (or leader of largest opposition party)
  • A Union Cabinet Minister nominated by the PM

Eligibility

  • Candidates must hold or have held a post equivalent to Secretary to the Government of India, and possess experience or knowledge in election management.

Tenure

  • Term: 6 years or until attaining 65 years of age, whichever is earlier.
  • Reappointment is not permitted.

  • Critics argue present framework weakens institutional independence because the executive dominates the appointment process, potentially affecting the neutrality and credibility of Election Commission.

 

Governor’s Role in a Hung Assembly

In Tamil Nadu, TVK emerged as the single largest party but failed to secure a majority, leading to a hung Assembly.

What is a Hung Assembly?

  • A Hung Assembly arises when no political party or pre-poll alliance secures a clear majority in the legislative assembly.

Constitutional & Legal Framework

1. Article 164

  • The Governor appoints the Chief Minister and ensures formation of a stable government.

2. Key Commission Recommendations

  • Sarkaria Commission suggested the order of preference for inviting parties to form government in a hung Assembly.
  • Punchhi Commission emphasised Governor’s neutrality, quick floor test, and constitutional propriety.

3. Important Supreme Court Judgment

  • S. R. Bommai v. Union of India held that majority must be tested on the floor of the House, not decided by the Governor subjectively.

What Should the Governor Do in a Hung Assembly?

1. Invite the Most Likely Majority Holder

  • The Governor should invite the party/alliance most capable of proving majority support.

2. Order of Preference

  • Largest pre-poll alliance with majority
  • Single largest party with support from others
  • Post-poll coalition where all partners join government
  • Post-poll alliance with outside support

3. Conduct an Early Floor Test

  • Majority should be proven in the Assembly through a floor test.

4. Maintain Political Neutrality

  • Governor must act impartially and avoid partisan considerations.

5. If No Stable Government Emerges

  • Governor may recommend President’s Rule under Article 356 and eventually fresh elections if instability persists.

A Floor Test determines whether the government enjoys majority support in the Assembly.

  • Majority is based on MLAs present and voting, not total House strength.

Methane Alert and Response System (MARS)

United Nations Environment Programme’s International Methane Emissions Observatory (IMEO) is expanding the Methane Alert and Response System (MARS) to include coal mines and waste facilities. Earlier, the system focused only on the oil and gas sector.

Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2025

Ministry of Statistics and Programme Implementation released the key findings of the ASUSE 2025 for the reference period January–December 2025.
From this round onward, MoSPI shifted to a calendar-year format (Jan–Dec), replacing the earlier October–September survey cycle.

What is the Unincorporated Sector?

  • The Unincorporated Sector includes enterprises not registered under Companies Act 1956, Companies Act 2013, Limited Liability Partnership (LLP) Act 2008.
  • These are mostly small businesses, household enterprises, traders, and informal establishments.

Electronic Gold Receipts (EGRs)

National Stock Exchange of India announced Electronic Gold Receipts (EGRs) to enhance transparency and formalisation in India’s gold market.

What are Electronic Gold Receipts (EGRs)?

  • Electronic Gold Receipts (EGRs) are SEBI-regulated dematerialised securities representing ownership of physical gold stored in authorised vaults.
  • They are recognised as legal securities under the Securities Contracts (Regulation) Act, 1956
  • EGRs enable investors to trade gold electronically on stock exchanges without physically holding it.

Key Features of EGRs

1. Dematerialised Gold Ownership

  • Investors hold gold in electronic form, similar to shares or bonds.

2. Quality Assurance

  • Gold backing EGRs must conform to London Bullion Market Association (LBMA) Good Delivery Standard, or India Good Delivery Standard
  • This guarantees standardised purity and quality.

3. Flexible Redemption

  • EGRs can be held indefinitely, or converted into physical gold in smaller denominations.

4. Tax Treatment

  • Trading of EGRs is exempt from GST.

  • Advanced Nuclear Energy for Enriched Life (ANEEL) is a thorium-based nuclear fuel developed for use in heavy-water reactors.
  • It combines Thorium, and HALEU (High-Assay Low-Enriched Uranium)
  • The blend enables significantly higher energy extraction compared to conventional nuclear fuel.

1. Thorium-Based Fuel

  • Uses thorium, a fertile nuclear material abundantly available in countries like India.

2. High Burnup Capability

  • “Burnup” refers to the amount of energy extracted from nuclear fuel.
  • ANEEL achieves very high burnup, meaning More energy from the same quantity of fuel and Better fuel efficiency

3. Compatibility with Existing Reactors

  • Can be used in existing Pressurised Heavy Water Reactors (PHWRs)

The Union Cabinet approved two new semiconductor plants in Gujarat, including India’s first commercial Gallium Nitride (GaN) Mini/Micro-LED display facility at Dholera.

What is Hantavirus?

  • Hantavirus infection is a rare zoonotic disease transmitted mainly through rodents.
  • The term “Hantavirus” originates from the Hantan River where the virus was first identified during the 1970s.

1. Transmission

  • Spread occurs primarily through exposure to Rodent urine, Droppings and Saliva
  • Humans may become infected by inhaling contaminated particles in air.

2. Human-to-Human Transmission

  • Most hantavirus strains do not spread between humans.

3. Exception: Andes Strain

  • The Andes hantavirus strain found in Argentina and Chile

4. Symptoms

  • Fever, Fatigue, Muscle pain
  • Severe cases may progress to Breathing difficulty, Lung failure, Kidney failure

5. Treatment

  • There is currently no specific antiviral cure for hantavirus infection.
