State and Trends of Carbon Pricing 2025

Global Carbon Pricing Landscape

  • The number of carbon pricing instruments has grown from 5 in 2005 to 80 in 2025.
  • Approximately 28% of global greenhouse gas emissions are now covered under carbon pricing.
  • Currently, there are 43 carbon taxes and 37 emissions trading systems (ETSs).
  • In 2024, more than USD 100 billion was generated through carbon pricing, supporting public budgets and climate initiatives.
  • Power and industry sectors are the primary sectors covered, while agriculture and waste remain largely outside the pricing mechanism.

What is Carbon Pricing?

  • Carbon Tax: Imposes a direct levy on greenhouse gas emissions from specific sectors.
  • Emissions Trading System (ETS): A cap-and-trade model where governments set a total emission limit and allow trading of emission allowances among firms.
  • Carbon Crediting Mechanism: Generates tradable credits through verified voluntary emission-reduction projects.

Carbon Credit Market Concerns

  • There is a significant imbalance in the voluntary carbon market, with nearly 1 billion tons of unretired carbon credits, indicating an oversupply.

International Provisions and Developments

  • Article 6 of the Paris Agreement (COP21) provides the legal framework for international carbon market cooperation.
  • At COP29 (Baku, Azerbaijan), finalized rules for Article 6.2 (cooperative approaches) and 6.4 (crediting mechanism).
  • Carbon Border Adjustment Mechanism (CBAM) taxes imported goods based on their embedded emissions to prevent carbon leakage (e.g., EU’s CBAM).

India’s Carbon Pricing Progress

  • Carbon Credit Trading Scheme (CCTS), 2023: Implemented by the Ministry of Power and regulated by the Bureau of Energy Efficiency.
  • Compliance Mechanism: Mandatory emission reduction targets for specified sectors.
  • Offset Mechanism: Voluntary registration for projects to earn Carbon Credit Certificates (CCCs) for trading.
  • India, Brazil, and Türkiye are actively developing new carbon pricing instruments.

FRA Cells to Facilitate Implementation of Forest Rights Act

Why in News?

The Union Ministry of Tribal Affairs has approved 324 district-level FRA Cells under the DAJGUA scheme to support the implementation of the Forest Rights Act (FRA), 2006.

About FRA Cells

  • Purpose: To manage data and paperwork related to forest rights claims.
  • These cells are supportive in nature and do not interfere with statutory committee decisions.
  • Operate under the DAJGUA scheme, not directly under FRA 2006.

Forest Rights Act, 2006 – Key Rights

  • Individual Forest Rights (IFRs): Up to 4 hectares for self-cultivation and residence.
  • Community Forest Rights (CFRs): Rights to collect minor produce, graze, protect, and manage forests.
  • Habitation Rights: Granted to forest-dwelling Scheduled Tribes and Other Traditional Forest Dwellers.

Nature of Rights

  • Rights are heritable but not transferable or sellable.
  • Jointly registered in the name of both spouses, if applicable.
  • Exempt from prior forest clearance under the Forest (Conservation) Act, 1980.

Statutory Implementation Mechanism

  • Gram Sabha / Forest Rights Committee (FRC): Receives and verifies claims.
  • Sub-Divisional Level Committee (SDLC): Reviews and forwards claims.
  • District Level Committee (DLC): Final decision-making authority.
  • State Monitoring Committee: Monitors FRA implementation at the state level.

Concerns with FRA Cells

  • These cells may create a parallel structure beyond the FRA 2006 framework.
  • Potential bureaucratic overlap and conflict with existing statutory bodies.
  • Existing challenges like irregular SDLC/DLC meetings and resistance from forest departments remain unresolved.
  • Risk of weakening Gram Sabha empowerment.

Way Forward

  • Strengthen existing statutory bodies (FRCs, SDLCs, DLCs).
  • Promote transparency and community involvement.
  • Improve coordination with forest departments.
  • Digitize and streamline claims processes without undermining community rights.
